Health Care Strategy 2030: What Does It Entail?

Ukraine has unveiled an ambitious Health Care Development Strategy for 2030, aiming to revolutionise the country’s healthcare landscape. Approved by the Cabinet of Ministers, this strategy is paired with a detailed operational plan covering 2025–2027. Its overarching goal is to ensure that every citizen has access to quality medical services while empowering healthcare professionals with transparent and effective tools to drive policy and improve outcomes.

Health Minister Viktor Lyashko expressed optimism about the initiative, stating, “We now have a comprehensive roadmap to strengthen our health system and expand the reforms already under way across the nation’s medical institutions.”

Key Pillars of the Strategy

Universal Access to Care

• Expanding access to essential health services for all citizens.
• Prioritising primary care and bolstering multidisciplinary medical facilities.
• Widening coverage of the “Affordable Medicines” programme.
• Promoting a culture of healthy living nationwide.

Enhanced Governance and Preparedness

• Fostering collaboration among government bodies, civil society, and international partners to build a cohesive system.
• Aligning healthcare standards with those of Europe.
• Improving emergency preparedness and introducing stricter quality control mechanisms.

Investing in People and Infrastructure

• Supporting healthcare professionals with better working conditions and professional development opportunities.
• Strengthening medical education through advanced training programmes and the creation of university hospitals.
• Modernising infrastructure, upgrading equipment, and generating new employment opportunities.

A Vision for the Future

The government’s commitment to health reform is reflected in the 2025 state budget, which includes a significant increase in healthcare funding. With this strategy, Ukraine aims to build a resilient, patient-centred system capable of addressing contemporary challenges and setting the stage for sustainable growth by 2030.

This forward-thinking plan could position Ukraine as a regional leader in healthcare reform, demonstrating the country’s resolve to meet both domestic and global standards.
